Hmm… Windows 7 is now no-longer supported officially by Windows nor Blender, so we also can’t provide manpower to do that also.
BUT, you can compile Bforartists with the dependencies you need to make it run with Windows 7 following the links you shared, and instead of the Blender repository, you could use the Bforartists repository.

Just curious, 3 official releases of Windows has come out since W7 was no-longer supported by Microsoft, and Linux now is much more like W7 was with added benefits and still a lot of addon compatibility and would run better on low end hardware, if not more supported than W7 – again out of curiousity, why are you still using W7?
